After the switch completes the upgrade, the switch brings up its downlinks without any policy/configuration (VLANs). This can result in hosts hashing to these links and that traffic goes to a null route for a few minutes until the Cisco Application Policy Infrastructure Controller (APIC) handshake completes and the Cisco APIC is able to program the policy.

This issue occurs only when an auto-EPLD (electronic programmable logic device) update occurred on the switches as part of a policy-based upgrade to Release 14.2(7l) or 15.2(2e). This issue does not occur when the switches are in a steady state.
